Middle-income Affordability Gap (2026)

House page, Neil Kumar, asks members of the Senate Higher Education and Workforce Development Committee about what the legislature is doing to address middle income families who do not qualify for the Washington College Grant but do need financial aid. Senator T'wina Nobles, Democrat, and Senator Judy Warnick, Republican, acknowledge the issue and respond to the question.

Question:
In my research, I learned that tuition costs at schools like the University of Washington and Washington State University can be very different depending on financial aid, and that the Washington College Grant helps many students, but not always those in the middle income range. Is the legislature working to make sure middle income families who do not qualify for large grants can still afford college?

Discussion/Comprehension Questions:
What are some of the other benefits besides the Washington College Grant that families can access to go to college?
What are wraparound services, and how can the legislature help students afford those?
Senator Nobles references policy suggestions from OSPI, what are some of those policies? Do you agree or disagree?
How does education after high school help our economy?
According to Senator Warnick, how do students qualify for the Washington College Grant?
How is the legislature trying to increase the amount of grants available to those who want to attend private institutions?
How are the legislators' ideas similar and different from each other?
